Totally reasonable question. You have priority over the cards you have in your deck by the end of a given round. After you’ve solidified your choice of taking out any cards, they get added to the pool.

You can absolutely stop after round 3 if you’re looking to build a standard deck! You could alternatively keep opening packs or start pulling cards from other sets to keep upgrading.
