In Egypt the pharaohs combined the white and red crowns to symbolize the unity of upper and lower Egypt under the one divine king

I believe Tobias combined the "crowns" to symbolize that Perpetua is the one true divine king of Ghost and the Ministry. The final and ultimate Papa Emeritus.
