He’s literally not arguing anything. He’s pointing out that in our echo chambers many democrats see trans rights as something that has popular support when it actually may not (at least in swing states). Just because we’re on the right side of history doesn’t mean we’re in the majority.

There was a Supreme Court case in 2012 that affirmed the Federal Government cannot use funds as a method of coercion against states. It was a 7-2 ruling with all conservative justices supporting the states. Governors may have more ability here than you think.
