Not sure if you read it, but it's basically because of procedural changes, not changes in weather.

They'd just like NWS to stop issuing almost all forecasts. Collect data and run models is their view of the mission for the weather side of NOAA.

They've been advocating for this for 30 years and one was nominated to be NOAA administrator in ~2018.

The Myers brothers. They're significant donors to Republicans in Pennsylvania. Most of the other private sector companies want the NWS to continue providing the forecasts they provide.

It's putting some responsibility on the reckless chasers. You want to violate traffic laws in an emergency situation? Become a real first responder.

An issue is if they haven't actually received the money, they can't disburse it. They may have, although they only have 6 more weeks of money.

Not really. It's more of we won't have to go through the hassle associated with firing you because you've already agreed to quit this year. Firing people might lead to prolonged process and possible litigation. Encouraging people to quit avoids that.

I really don't see why people couldn't be paid. Currently, employees who are on administrative leave are paid. The only issue here is the length of the admin leave, which is much longer than standard. You've just set your separation date and we pay until then, but you're on admin leave.

Congress has appropriated the money for this fiscal year. It's there. All it is is regular pay. It's not a buyout. It's normal separation from federal employment, but put on Admin Leave until the end of the FY or until you find a job with activities related to your federal job.

There's a great deal of "preserve as much of our ability to carry out the mission" as we can. Our responsibility is to public service, even when leadership (at any level) loses sight of that.

I know what "work to rule" means. I don't know what it means in context of research scientist. I'm already on "Maxi-Flex" time, so 80 hours in 2 weeks. Take breaks and lunch as desired. Schedules depend on who I'm working with, e.g., start work early for European interactions.

It's illegal for federal employees to strike in the US. I'm not sure what "work to rule" would mean for someone like me, a research scientist, but we're a niche part of the employees. The things that would get limited would be used to say "Government can't work", the Republican strategy for years.
