Since all the parts of the Penitential Order except the opening sentences and the Confession are technically optional, using it but deleting the Decalogue and scriptural verses would essentially be “moving the confession to the front of the service.” It then just ends up replacing the C f Purity.

The Penitential Order (p351 in Rite II, and 319? in RI), is an optional way to begin the service at any time and is often used in Lent. Is that what they did in Rite I?
