He technically was Ben/Superboy, but for the story Peter died working on the project to make an evil clone of Supersoldier (Superman/Captain America) and then Thunderbolt adopted the Clone and named him after the scientist who's death gave him life.

Spider-Boy is Peter Ross, adopted son of Thunderbolt Ross and is actually a clone of Supersoldier. Amalgam Peter Parker was a geneticist working on the cloning project, and Ben didnt exist.
