The front of the cover reads in bright red blocky letters, "THE NEW TEEN TITANS". Underneath that, slightly smaller but no less blocky letters read "WHO IS DONNA TROY?". The comic was published in January, 1984, by Marv Wolfman, George Perez, and Romeo Tanghal.
The cover depicts a shadowed man in a trench coat, standing in a pile of burnt, blackened wood. To his right is a surviving portion of the building, a brick wall, with three pictures on it.
The top picture is of Donna Troy as she appeared in the 60s, with the cute rounded face of a young teen and a high ponytail. She is wearing a tank top, and It's in black and white.
The middle picture is in colour, and is of the current Donna Troy as a full grown woman, with her beautiful black hair down and big yellow star earrings. Her eyebrows are drawn in, and her mouth is slightly tilted downwards, giving her a sort of serious appearance. She's wearing red longjohns with yellow stars--her second wonder girl outfit.
The bottom picture is of Donna Troy as an older teenager, with her hair still in a high ponytail, but her face is much more mature and serious. She's wearing her first wonder girl outfit, which is a high necked shirt with an eagle insignia on the front, matching the style of Wonder Woman. It's in black and white.
This is comic issue 38 in "THE NEW TEEN TITANS".
