I don't know all the technical details, but your account would be stored on the instance's servers, yeah. BlueSky can't ban you, but your server can. And your server can implement more robust protection for its users (like what blacksky is doing). Lots of this stuff is still in development mode.

It has similarity to Mastodon, where you can join an "instance" but still interact with everyone else (unless their instance is banned by your instance).

Same underlying tech, but servers are separate, moderation is separate, your URL will be different, but you should still be able to see and interact with people on regular bluesky. It's like gmail vs outlook for email.
