They most likely will end up getting paid but the way Trump most likely handled it will cost the contractor time and money. Usually that results in making a profit or doing the job as a learning experience.

The easiest way to stop the shutdown would be for the air traffic controllers to walk out (they did it before). Or. The airlines could ground their planes before their is deadly accident. The odds of an accident are increasing daily due to controller fatigue.
