They will do anything to make this sound like an old war or frozen conflict than a what it is, a new war. France and England were traditional adversaries for ages, but each conflict was clearly a "new war" each time.

State has a charter program and USTC runs CRAF (obv). CRAF would be used here for a NEO since it is DoS request for support from DoD. C-17s are allocated to cargo over PAX & write now they are probably A1A/B priority to CENTCOM for critical cargo.
