Thats kinda how the conflict mode works now to be honest except you have Nato, Rus, and AI operated FIA. FIA control all and Nato and Rus have to take them over first from FIA and then from eachother

I am not entirely sure. Theres a few ways of going about it.
Gamesmaster - which is basically floating admins dynamically placing stuff to create the most realistic scenario and it’s tailored to the situation.
