Research article "Claiming Historical Responsibility? The Persistence of Coloniality in German Feminist Foreign Policy" by Karoline Fรคrber & Madita Standke-Erdmann.
Abstract begins: Recently, former colonial powers in the Global North have begun addressing their colonial pasts through their foreign policies. Some of these states pursue a feminist foreign policy (FFP). However, to date, only one FFP makes explicit mention of colonial legacies: that of Germany, adopted in 2021. How does German FFP discourse address this and what political work does this do? Contributing to critiques of coloniality in FFP, we analyze the discursive representation of Germanyโs colonial past in foreign policy texts since 2021. Drawing on the socio-critical concepts theater of reconciliation by Max Czollek and remembrance superiority by Mohamed Amjahid, we find that the discourse powerfully establishes gendered notions of caring, responsible, and reflexive German statehood.

Feminist foreign policies talk equality, but local feminist peacebuilders still face donor scepticism, unstable funding & political pushback.
Without structural change, FFPs risk perpetuating the problems they claim to solve.

I hope that the dissertation contributes to a better understanding of how and why feminist foreign policies emerge as they do, where limitations and opportunities are, and how we can imagine feminism in foreign policy spaces differently.

The diss examines how German feminist foreign policy is produced as it isโspecifically how it becomes a white and (neo)liberal project. It also highlights that this is a process characterised by struggle, contestations, and resistance. This means that there is the possibility of change.
