This block list turns out to be self-perpetuating, I think I can trust that anyone blocking the blocklist account for maintaining the list also belongs on the list. Very handy.

This isn't quite done due to technical difficulties. Currently 130k people are on the list but it should have over 150k once all records are written. In the future (once it's not being rate limited) this account will probably be a labeler, too.
