I think the change is people *justifying* it to other people. Normally there would be some guilt about this and you would never admit this kind of theft to strangers, now it's rationalized and normalized.

At least bypass it legally, by using a library's database or subscription. Same thing with tax avoidance vs tax evasion, nothing wrong with toasting that sandwich when you get home to avoid the sales tax but if you bought it to go, you shouldn't eat in the establishment.

This is a deeply unserious idea. Cutting taxes is a race to the bottom that’s going to turn into even more austerity. People don’t like taxes generally but they don’t like taxes even more if they don’t feel like they’re getting anything in return and losing services will only make things worse.
