Times Square is a huge draw as it is, putting a casino there makes absolutely no sense. The Caesars in New Orleans turns itself inward and adds no value to the street life around it.

The legislature could exempt the tax from the cap. That was what the air tax was all about, with the AQMD administering the tax. I posted using the #airtax hashtag on the bird site.
