Medicaid cuts are a means to an end.

If you remove disabled people from public life, you can eventually discontinue funding because—if the public doesn't see disabled people, they won't value (or fund) disability supports.

Medicaid cuts are not an incentive.

Disabled people who need assistance to shower or meal preparation need this assistance, whether they're employed or not.

In fact, people may need more assistance with these tasks to join the workforce.
