I like Moxon a lot but the first time I saw his rating system I thought, "that makes no sense whatsoever!". Nor does this "out of pocket" nonsense. But then, Americans say "I could care less" when they're dismissing something which is just...bonkers.

I think you underestimate the craven pliability of "dudes", be they white or Latino, in the face of massive personal financial gain. They (US Admin) will have exactly the right people "in charge" to make sure as much of that realised oil wealth as possible is funnelled in the "right way".
