Probably just any standard web development framework, like Angular, connected to a Web API. Or if it's a very low interactivity scenario, then maybe not even Web API.

To be honest, for a low-interaction scenario, I probably wouldn't even use Blazor.
Is any of you using static server-side rendering mode in #Blazor? If so, I'm curious to know the benefits of it.
To me, it doesn't seem to have any. Buttons don't work (unless it's something very simple), certain lifecycle events don't work, JavaScript interop doesn't work.
