in order to have countywide locations, BOTH parties must agree. GOP did not, so that means DEMs can't either.

this is Alan West's fault. the Dallas GOP split the primary voters into TWO lines at every primary location, AND THEN on day of, there are DIFFERENT locations for same precinct based on party lines. it's bullshit and designed to disenfranchise. West is a cancer.
