The motion carries, with only Parnell opposed.

Coun. Parnell says she can't support this. While she recognizes the "financial benefit" of having this casino, she says "many of those jobs will come to the city of Peterborough."

Mayor Leal says the Province might be looking at an expansion of funding for horse racing, which might curtail the economic impacts of ending Kawartha Downs' casino lease.

"This is an impact that's not only to the county but also to the City," says Riel.

Other business: Coun. Riel is moving for the Mayor to send a letter to the Premier Ford expressing the City's "deep concern" over the closure of the Slots at Kawartha Downs, and for staff to prepare a report on the economic impacts of that closure.

Now approving bylaws such that motions tonight (including many capital projects' funding for 2026) can come into full effect. All carry unanimously.

It carries 10-0 (Haacke declared pecuniary interest).

Now discussing the rezoning of 689 Towerhill Road.

Also carried unanimously: the rezoning of 736 Maryland Ave. for the development of affordable cohousing

Now voting: the item carries unanimously.

Coun. Vassiliadis shares this sentiment. "Let's take a chance at the Ontario Land Tribunal, I feel very confident in what the outcome will be," he says.

Crowley also believes "this council must support the staff report."

Coun. Duguay says no new information put forth tonight contradicts council's previous decision to support the staff recommendation.

Now speaking on item 13j, a staff report including a recommendation against the conversion of an apartment complex on 700 Parkhill Road into condos.

The budget carries 8-3. Opposed were Lachica, Bierk and Riel.

First, the funding for a transit garage replacement carries 9-1 (it was isolated because of a declaration of pecuniary interest, hence the ten total votes). Opposed was Haacke.

Now voting on the approval of the budget, which would come into effect tonight per Haacke's motion.

Carries 7-4, with Bierk, Lachica, Crowley and Riel opposed.

Now voting on Haacke's motion to end the amendment period for the 2026 Budget tonight.

"We have a budget, a budget we need to move forward starting today," he adds.

"There's an agenda that's posted... we had one speaker, one," says Duguay. He says if the budget had been impopular, the gallery would be filled with outraged citizens.

Coun. Duguay says it's very clear to him that the budget on the agenda tonight is being considered for approval. He says he does not feel his role as a councillor was thwarted by this budget process.
