If I were IndyCar, I'd push for a IndyCar-Indy NXT-Modifieds-ARCA weekend in Loudon. NASCAR would be more amenable to garage access for those series and there's enough local interest in the Mods to jack up the crowd on Sunday.

My wish list in order would be

1. NHMS
2. WGI
3. Pocono

Those are really the options unless it's a street circuit or a club track decides they want to try the Thermal thing.
