If you can, start this year. It's not too late. Some food plants can be planted now, some just before the first frost of winter. I get most of the seeds I need from the grocery store. From the organic vegetables.

I grow some of my own food in an urban setting using cardboard boxes. That's one thing you might be able to do. Won't help you in the short term because it takes a little time.
