That's how I've always known it to be but apparently there are or were companies paying hourly employees to stay home on some holidays, the key words are 'full-time' and that's been steadily eliminated as a designation for many hourly jobs over the past decade or so.

Yes, it was a great perk they stripped away to save themselves money but they are still paying time and a half for working on the holiday ( i think that's a federal law) also this only affects FULL TIME HOURLY employees and most companies classify employees as part time even if they work full time.

PTO is accrued and can be taken any time, holiday pay is the extra you get while working on a holiday. I've never heard of an hourly worker getting paid for a holiday they did not work on. It's possible for sure but I've never heard of it. Generally those benefits are only for salaried employees.
