The US Interagency Council on Homelessness (USICH) focuses on preventing & ending homelessness. Dissolving it (and devastating cuts to HUD, SAMHSA etc) will hamper efforts to address homelessness—as the these policies dramatically worsen an existing catastrophe.

The rent gouging is unreal:
