No, you do not need a ham radio license to listen to International Space Station (ISS) contacts. You will need a radio that can tune into frequencies like 145.800 MHz for educational contacts or 437.800 MHz for the repeater frequency. Many scanners or software-defined radios (SDR) can cover these frequencies.
You can listen in to ARISS space to ground communications without a radio license in most places around the world!
Tune to 437.800 MHz FM with a scanner or SDR (or of course an amateur radio) to hear the cross-band voice repeater. During STEM contacts, use 145.800 MHz FM.
