You could argue that this is kind of true if a mayor became PM/Pres, but I do think there are big differences still (not really being a legislator being the biggest)
It's not so much that I think Burnham shouldn't be allowed to quit, that I don't think he should politically. Seems like a poor idea.
I dunno - Mayoralties are hyper-tied to a location in a way that MPs and senators aren't, as their time is split between their constituency and the house for the purpose of legistlating. Becoming PM/Pres doesn't change that so much, it's just that your constituency gets a lot bigger.
