Simulating democratic reform in the EU: self-legitimation through participatory innovation The European Commission has increasingly invested in forms of direct citizen engagement, recently establishing European Citizens' Panels as part of its ‘new push for European Democracy’. While such...

The paper concludes by considering normative implications of viewing participatory innovation as a simulation of democratic reform – relating my proposition to arguments made by @alvarooleart.bsky.social, @tomtheuns.bsky.social, and @luisbouzagarcia.bsky.social

The analysis describes how this field constructs the *demand* for citizen involvement that the innovations claim to address; where the primary *audience* of its practice becomes the sponsors and practitioners themselves; and where the *competence* and standards can be constructed by the field itself

The proposition is grounded in an original empirical study of elite discourse and interactions: It explores how this performance is produced both *by* the Commission with a field of advocates, experts, and participation professionals, and designed primarily *for* this same field of actors

Rather than a strategy aimed at an external audience, participatory innovations may be primarily directed at their institutional sponsors as a means of self-legitimation (Barker). They can serve that purpose not by realising democratic participation but by enacting a performance of democratic reform
