The US was developing laser weapons, but the program was discontinued because they had trouble maintaining beam contact long enough to bring down a missile or aircraft. They could take out drones for a few $’s a shot, but we gave up on them.
Iranian drones are $35K. Even an impoverished country can afford a bunch of those. Our high tech miracle weapons are expensive and take months to build, so our supply dwindles.
Patriot missiles, which we’ve been shooting off like firecrackers, cost $7M a shot. The Mk-48 torpedo that sunk the Iranian ship? $4.8M. Our weapons are sophisticated, expensive, and hard to make. The defense contractors like it that way.

The key is perceived cost. China is playing the long game with Taiwan. Killing their president would just boost the separatists and support from the US. N. Korea offing the president of S. Korea gains nothing. The VP would take over and for N. Korean leaders, the US might take them out.
Rules and norms don't matter. Putin has tried to assassinate Zelenskyy on numerous occasions. There's nothing that would stop him, or any others you mentioned from assassinating the ruler of an adversary if it gained them a strategic advantage, and the perceived cost were acceptable.
