I am a firm believer that expressing joy is the most fantastic thing you can do as a human being. It brings more joy into the world. I truly love seeing everyone's paeans to Lynch even if I don't ever care to watch any more of his movies.

Correct me if I’m wrong but couldn’t you run a monochrome AND color monitor at the same? At least starting with the IBM 5150 (and assuming whatever program you were running actually supported that.) I’ve heard of old IDE’s that used a setup like that.

A 4060 Ti would be fine for what you want, but I’d recommend you get the Radeon RX 7700 XT from AMD instead. It’s a fair bit faster than an 8GB 4060 Ti (non-RTX), has 12GB of VRAM, and is around the same price. Unless you’re doing something that needs DLSS or CUDA, I think you should get the Radeon
