But the leaders are feeding the corrupt culture, signaling their support for violence. Greg Bovino texted the agent, saying: “In light of your excellent service in Chicago, you have much yet left to do!!” Fellow agents celebrated the shooter. One asked “Are they supportive?” about senior government officials. Exum responded: “Big time. Everyone has been including Chief Bovino, Chief Banks, Sec Noem and El Jefe himself … according to Bovino.”

Department of Homeland Security officials said the driver, Silverio Villegas-Gonzalez, hit and dragged one of the officers a significant distance with his car as he tried to flee the scene and had “seriously injured” the officer, who shot and killed him in self-defense.
Local officials and immigrant advocates say the death of Mr. Villegas-Gonzalez, a Mexican immigrant, was unwarranted and reflects a dangerous escalation of arrest tactics amid an aggressive federal operation in the Chicago area. Mr. Villegas-Gonzalez appeared to be unarmed and officials have not said that he had any weapons or a criminal record beyond traffic offenses.
Videos from the scene and its aftermath call into question two aspects of the D.H.S. description of events: Mr. Villegas-Gonzalez is not shown hitting either officer with his car; and, in the aftermath, one of the officers says his own injuries are “nothing major.”
