Windows will generally try to update from 10 > 11 if it sees the CPU is new enough (Ryzen 2000+/Intel 8th Gen+) and TPM 2.0 is enabled in the BIOS

or find a few CPUs ya can afford and try to find a motherboard that'll work with one (or more) of them
