if *all* ya did was replace yer old CPU cooler with a new one (nothing else was done), pup doesn't see how yer PSU would all the sudden become faulty

oh, pup has used that CPU cooler in the past. all ya did was position the two metal pieces on each side of the cooler over the plastic clips on the motherboard > move the lever to tighten the cooler down onto the CPU. is that right?

if the PC case the parts are in, is as old as the parts themselves...ya could always check to see if the Power button has stopped working (obv this is more for the one who is going to look at it tomorrow)

if she's still not turning on, pup would guess either the motherboard or CPU has decided to take a long nap

6. plug the PC back in (leaving the switch flipped OFF) and hold the Power button (on the case) down for 60 seconds
7. flip the PSU switch on and try starting the PC
if the PC still doesn't turn on, ya *can* also try moving the stick of RAM to a different slot/removing it---
from the motherboard (aka unplug and take it out)
2. leave only a single RAM stick in slot 2 (the second from the left)
3. unplug any SATA devices (HDD/SSD/DVD ROM drives) from the motherboard
4. plug monitor into the motherboard HDMI port
5. unplug all USB devices from back of motherboard

ty ty. as a last ditch attempt then, this motherboard has dual BIOS (two physical BIOS chips). ya can't switch between them manually, however this *might* get it working:
please flip the PSU switch to OFF and then unplug PSU from the wall before any of these steps
