Even when they show signs of weakness or forced regret, we must not give an inch. Authoritarian governments still respond to public opinion, which is why sustained pressure matters. We have to keep making clear that these thuggish actions are unconscionable and will not be tolerated. Don’t let up.

Well, a) that mellowing was much more around the economic sphere- social and political reform was meager and b) to your earlier point, any reform that came about did because of intense external pressure, both positive and negative
