A quick update on this: After due consideration that consisted of exactly one (1) intervention by Elizabeth May, who has consistently opposed the privacy exemption, the House agreed with the government and rejected the Senate amendment, "on division."
The initial committee structures are established at the start of parliament and typically persist until the end of it, regardless of prorogation, but I think it MIGHT be an easier sell if it followed a prorogation/throne speech (assuming, that is, the government actually manages to hit 172 at min)
