A graduate tax can be a progressive way to fund higher ed. The current dogs dinner was very nearly a graduate tax at it’s inception and had been pulled away from that point in every revision. We badly need to go the other way.
Not to say that the current system isn’t regressive, and the last two rounds of reform have made it likely to be more so. But that can be fixed by blocking it being bought out and stopping calling it a loan. It’s a graduate tax.

The problem with the current graduate tax that is idiotically called a loan is that the richest can buy themselves out of it. The last update made it more like a loan and we should be going the other way.
