He's hunched over slightly, with a hose in his rear that's connected to the tanks. He appears to be holding a button controller in each hand that controls the helium tanks release valves. This yote is clearly prepared to get his fwoomp on and take to the skies! Oh the harness he's wearing also has a tether attached to it and he's anchored to the ground so he doesn't float away.
