It should be noted there are two figures in this card. The oppressed are not without strength and the mere act of fighting back can obliterate the identity of victimhood. Without a victim Power-Over loses all strength.

Complicity is the breeding ground for this card.

Human control and destruction is the order of the day. Confusingly, it is without malice. Power-Over has a job to do and it does it.
