FedEx will have records of its business customers who paid for those tariffs, with the exception of a very tiny percentage who may be cash, over the counter customers. I don't think FedEx can avoid refunding their customers if they collect anything from the federal govt.

It's not just cutting checks. Most tariffs were paid to the US govt by the shipper or freight forwarder, who then turn around and charge their customer (the importer). So the govt will reimburse the shipper or ff, but then they'll have to find their customers to reimburse them. Accounting nightmare.
