Just consider China moving production to US. Knowing how expensive the US workforce is, it's still more profitable to just stay in China.
If you're in EU, and are manufacturing in Romania or Bulgaria, the price will still be cheaper than to move into US, considering the expenses with the workforce.

Add to this that foreign governments will respond by imposing their own tariffs on US goods. This means that US products will be uncompetitive on EU & China, and will not be sold. So, those who sell will need to cut costs, lay off their US workforce, and moving their production to those countries.

We know that 90% of income goes to the top 1% of people. You might think that replacing income taxes with tariffs is a good thing. It means that the top 1% who have 90% of income will pay 1% in tariffs (or less), and 99% of people will pay the remaining 99% in tariffs.
