High time to find new solutions for the affordability crisis. City-owned grocery stores to address access and costs are worth trying. A Mexican policy stabilizes the prices of essentials based on agreements with supermarkets. It could be replicated.

I imagine you already know about this episode, but I'm mentioning it just in case: in the 1960s in the US, McNamara's teams were considering strategic storage plans (which were eventually abandoned). :)
