It’s more to do with whether it’s a public, gov’t owned entity that is removing the book from public access or a widespread public policy like the shit they’re doing in Florida. Private businesses have the right to be bigots in America to some degree.

So Reads with Rachel has a whole thing about book banning. Technically, private businesses have the right to refuse to sell any book, so it’s not a ban. If a public library or public school takes books off the shelves because Moms for Liberty file paperwork and harass the board, that’s a ban.
