I'm assuming the framing is an attempt to give credit to the outgoing administration ("see! We did stuff!") and soft on the current party in power so they don't see it as a confrontation ("maybe if I'm nice they'll be willing to negotiate with me and act in good faith").
Teachers and schools need to know that we are not required to give up our kids. We do not have to open our doors to ICE or the police. Morally, obviously, but also legally. We are our students' legal guardians when they are in our care and we should be making the right call for students' safety.
