"Quark's" or other interiors were probably planned ; they were developing minifigures and were ready to release a first wave at the exact moment the licensing deal expired.
The Cerritos would be cool but sadly New Trek wasn't part of the original deal. But who knows if they would have kept it.
I was dusting off some sets today, only to really hate that Paramount was sooo dumb to give Lego an exclusive license - Bluebrixx was doing a good job. Just look at the Delta Flyer (btw you will probably not see any other Star Trek set from Lego for the next 5 years - they just wanted the license)
