I am wondering if the recent offing of several of Putin's oligarchs is because Putin knows that there is about to be a rebellion of the privileged? Bear in mind, the Russian oligarchy is a mob, and at some point if the godfather is failing he has to be replaced.

Unless they kept their old blueprints, they would also have to redesign the aircraft. They may have to anyway, since the parts from 1992 would no longer exist. The time to restart a production line is way before you run out of existing units!

They would have to rebuild the factory, build new assembly lines, reestablish tooling, train workers, and create a supply chain. By the time they get this up and running, there might not be a Russia.
