New Mexico is on the list because more than 50% of the population has always been Hispanic and Native American and the state has been deliberately underfunded by the government.

Teachers should make enough to buy a 2 bedroom home in the district they teach in. That should be the bare minimum. If we want teachers to be committed to their schools and care for their children, the taxpayers should be committed to making sure teachers can afford to live where they work.
