It really is a craps shoot with Microsoft. Try anything you can think of until you exhaust all ideas, then cry in the corner while waiting for either an epiphany or for it to self resolve.

Sometimes the recover service can really drag it's feet. I've experienced similar trying to recover a Microsoft account and had a slew of recovery emails come through hours later. It's super frustrating. I don't ever use bitlocker for disk encryption for this reason.

Obviously the only correct answer is "all of them". Whether supported by your platform or not.
