Parliament must take responsibility for its own funds and recover any misused funds. It must also investigate whether further rules were breached, and refer any criminal matters to the European Public Prosecutor's Office.

Using a parliamentary inquiry committee against civil society organisations in this case would amount to a misuse of a treaty-based parliamentary instrument.

It's previously only been used for sweeping scandals such as Dieselgate, the Panama Papers or the use of Pegasus spyware.
