People that make productivity apps should have permanently enabled GPRS throttling in their browser.
But maybe you have in mind some use-cases where it would make sense to have an MCP, but I don't see it.

Having this baked into the project's AGENTS.md is IMHO less tokens than a full blown MCP would eat on every invoke.
