I agree with you but they can keep pushing back judgement by claiming the first strike is to stop drug runners. But the DoD's "Law of War Manual" section 18.3.2.1 uses firing on the shipwrecked as an example of a "clearly illegal" order that should be disobeyed. No arguing there!

According to the Oxford English Dictionary "86" comes from restaurants and means an item is unavailable or a customer is not to be served. In wider context, to reject, discard or cancel. I don't see "assassinate" in that list so I'm all for 86 47 meaning let's discard that dumpster fire
