What works in Massachusetts (state) won’t necessarily work in Portland (city). A millionaires’ tax for just Portland city’s residents is easier to avoid than an entire state. Massachusetts also has excellent school systems from primary to university, and a healthier economy than Oregon’s.

It’s also matters of taxation. Vancouver WA brings no income taxes for employees, and less onerous taxes and regulations that Portland/Multnomah County/Oregon bring.
