I think that's the point that Kavanaugh was getting at. And that by not stating that, it left open the possibility that the Fed would just keep the money.

So, this is a big deal because most companies have been eating the cost of the tariffs up to now, banking that they would get refunded after this decision...
Not a surprising decision but I am surprised they issued it before late June.
