First, size: The COM proposes an overall size of 1.26% of EU GNI or about 1.8 tn euros in today's prices (don't use the bigger 2tn number in current prices, it messes with your head and makes it impossible to shift sums around between years and items). This is a very moderate increase in size.

Abstract reads:
The Green Deal has been one of the European Union’s (EU) boldest, cross-sectoral policy responses. Public administration scholarship suggests that such endeavours rely on coercion by pivotal executive actors. EU studies, instead, hold that executive leadership roles in the EU are dispersed between supranational and intergovernmental institutions. While the Commission shows resemblance to specialised executives which also have horizontal leadership, the Council is void of a model of cabinet government, which could commit sectoral interests. The European Council possesses overall political authority, yet it operates at some remove from policy expertise. In order to gain access to this puzzle this article introduces the concept of the EU core executive, as an ensemble of select actors, centrally steering Green Deal decision making. The research reveals the proximity of the European Council and the Commission presidency, illustrates the centrality of the Committee of Permanent Representatives (Coreper) as a bridge actor, and provides further explanation for the growing centralisation of the Commission under Ursula von der Leyen.

The pretty concise position paper of the new German government on the next long term EU budget aka MFF just dropped. It lends clear support to the Commission's bold reform ideas on the MFF architecture while unsurprisingly also remaining German in a few crucial areas.

More funds will be redirected from EU cohesion funds. After the Recovery and Resilience Facility, this seems to the next step away from a conventional understanding of cohesion policy in the TFEU.

Commission president Von der Leyen has just said she wants to activate a "escape clause for defense investment" in the EU fiscal rules. Such a clause does not exist. An overview onwhat it could mean and why we are entering (another) risky field here:
